Is US to blame for world's drug problem and police state?

Is the US responsible for most of the world's hard drug problems? Heroin and cocaine would be all over the world anyway, but would they be so cheap, strong, available in such quantities if the US didn't fund its illegal covert actions, wars, domestic and international spying, and dirty black bag tricks from money the CIA rakes in smuggling drugs?

Ukraine's President has shown how easy it is to break the country's drug laws - by breaking them himself! He turned up at a conference on a narcotics crackdown with a stash of banned substances.
